Draft Asset Forfeiture Bill Not Yet Published, Says DPR
The Deputy Speaker of the House of Representatives (DPR) RI, Cucun Ahmad Syamsurijal, has revealed that the draft Asset Forfeiture Bill cannot yet be released to the general public. According to him, the DPR is still in the process of refining the initial draft before proceeding to more in-depth discussion stages.
Cucun explained that releasing the draft to the public before the internal finalisation process is complete risks triggering misunderstandings regarding the substance of the regulation. He emphasised the importance of precision during this early stage.
“There is still the refinement stage, the formulation and synchronisation teams have not finished their work. It would actually be dangerous if it were opened before the formulation and synchronisation teams are done, as it could lead to misinterpretation later,” Cucun stated at the DPR RI Senayan Building on Tuesday (1/9).
Furthermore, Cucun explained that the Asset Forfeiture Bill must undergo a series of formal procedures before the manuscript is declared ready for open discussion. One crucial point in this process is the preparation and discussion of the List of Problem Inventories (DIM).
“The DIM is part of the academic paper, as this is a new law,” he added.
In addition to the technical issues of refinement, Cucun highlighted the phenomenon of various versions of the Asset Forfeulture Bill draft circulating among the public. This is a primary consideration for the DPR in not rushing to release the official document. He expressed concern that the public might use invalid drafts as a primary reference in assessing the substance of the policy.
“We must not, otherwise it will lead to misinterpretation, as various drafts are already circulating,” Cucun asserted.
On the other hand, the DPR’s policy to withhold the draft has received a response from community groups. The Pati United Community Alliance (AMPB) has openly urged the DPR and the government to immediately disseminate the draft Asset Forfeiture Bill so that the public can monitor the discussion process from an early stage.
AMPB Coordinator, Teguh Istiyanto, believes that public involvement is crucial so that the bill’s material can be comprehensively reviewed by various parties, ranging from academics to legal experts.
“Now is the time for figures, academics, scholars, scientists, and legal experts to step forward and oversee its contents,” Teguh said in an official statement on Sunday (30/8).
Teguh emphasised that transparency regarding this draft is vital so that the public has the space to research and provide corrections. This ensures that by the time the law is passed, the material is fully mature and publicly tested.
“Furthermore, please disseminate the draft so the entire community can read, research, and correct it, so that when it is eventually passed, the material is mature,” he concluded.
Deputy Speaker of the DPR Saan Mustopa ensured that the space for public input on the Asset Forfeiture Bill remains open through Public Hearing Meetings (RDPU). The target for ratification is 15 December 2026.
The discussion of the Asset Forfeiture Bill is considered to have not yet met the principles of transparency and meaningful public participation. In light of these notes, the Civil Society Coalition has requested that the DPR and the government take several steps in the discussion of the Asset Forfeiture Bill.
