DPR's Legislation Body to Form Omnibus Law on Employment
Jakarta - The Chairman of the House of Representatives’ Legislation Body (Baleg) of the Republic of Indonesia, Bob Hasan, stated that his body will formulate an omnibus law or sweeping legislation for the employment cluster to respond to the Constitutional Court’s (MK) decision regarding the need for comprehensive improvements to employment regulations in Indonesia. According to him, the Employment Omnibus Law will encompass regulations on occupational safety, contracts, determining the appropriateness of the outsourcing system, including the dynamics following the enactment of the Domestic Workers Protection Act, as part of the employment scope. “The preparation going forward will no longer be constrained by the previous methods. So we will form one like an omnibus. An employment omnibus,” said Bob at the parliamentary complex in Jakarta on Thursday. He stated that the dynamics of employment must have a single parameter because the context of employment matters is very broad. Therefore, he said, the law regulating it must be considered in the form of an omnibus law. “If in Baleg it’s not an issue, whether discussed in commissions or in special committees or in Baleg itself, yes. It’s not an issue,” he said. He explained that employment is not just about job opportunities or human resources for work, but also about the mechanisms of relations between employers and workers, up to government regulations. For now, he has not conveyed the target for starting the discussion of the said law because it still needs to wait for directions from the Deliberation Body or the Leadership of the House of Representatives. “From the Bamus leadership who instructs which commission it goes to. That’s the important note,” he said.
