DPR's Legislation Body Discusses 417 Problem Inventory Lists for Domestic Worker Protection Bill

JAKARTA - The House of Representatives’ Legislation Body (Baleg) discussed 417 Problem Inventory Lists (DIM) in the Domestic Worker Protection Bill (RUU PPRT).

“Next, in accordance with the decision of the working meeting held today, 20 April 2024, the number of DIM for the Bill on Domestic Worker Protection is 417 DIM,” said the Chairman of the DPR RI Legislation Body, Bob Hasan, when opening the meeting at the Parliamentary Complex, Jakarta, on Monday (20/4/2024).

Of that number, 254 fixed DIM have been approved in the working meeting. Subsequently, the working committee will discuss the other DIM.

“However, beforehand, it will be explained again by the expert staff, so that in this working committee, in my opinion, it must also determine the fixed DIM,” he explained.

“Can it be approved?” Bob asked the meeting participants.

The meeting participants agreed, and Bob banged the gavel.

“Very well. The working committee will discuss DIM that are substantive changes totalling 11 DIM, new substances 22 DIM, and those to be deleted 19 DIM. The compilation and recapitulation of the DIM for the Bill as material that has been submitted to the respected and esteemed members of the Legislation Body,” he concluded.

The DPR Legislation Body is giving special attention to the discussion of the RUU PPRT, which will regulate 11 important points.

Deputy Chairman of the DPR Legislation Body, Martin Manurung, stated that the RUU PPRT has been in the National Legislation Program (Prolegnas) for 22 years.

“And I think both the DPR and the government must give attention and commitment so that this RUU PPRT can be completed soon,” said Martin in opening the public hearing (RDP) on the RUU PPRT, on Wednesday (11/3/2024).

Currently, regulations regarding domestic workers are limited to Ministry of Manpower Regulation Number 2 of 2015 on Domestic Worker Protection.

“This means the level of regulation is still a ministerial regulation. Therefore, we need input before the working committee discusses and drafts the RUU PPRT, especially regarding patterns for resolving conflicts or labour disputes in the domestic worker sector,” said Martin.

At least, there are 11 important points that will be regulated in the RUU PPRT. Some of them include regulating rights for domestic workers.
