DPR's Legislation Body Agrees to Extend Aceh's Special Autonomy Funds, Value Still Under Discussion
The DPR’s Legislation Body (Baleg) discussed the Draft Law on Aceh Governance. Baleg DPR agreed to extend Aceh’s Special Autonomy (Otsus) funds.
This was conveyed by Deputy Chairman of Baleg DPR Ahmad Doli Kurnia during a hearing (RDP) with the Ministry of Marine Affairs and Fisheries, Ministry of Forestry, Ministry of Energy and Mineral Resources, and SKK Migas at the parliamentary complex in Senayan, Wednesday (15/4/2026). Aceh’s Otsus funds have been in place since 2007, and their status will end in 2027.
“We are currently drafting the Aceh Governance Law after the special implementation, particularly Aceh’s Otsus funds, has been running for 20 years, and in 2027 we must agree whether to continue Aceh’s special status or not,” Doli said.
“In our discussions in the Legislation Body, especially in the working group drafting the Aceh Bill, we have agreed to extend Aceh’s special governance and also to extend the special autonomy funds,” he added.
However, Doli did not disclose details of the Otsus funds amount in the bill. This Deputy Chairman of Golkar Party stated that the details of the funds amount are still being discussed.
“It’s just a matter of the amount and everything, of course, we will discuss in more detail later,” Doli added.
Previously, Interior Minister Tito Karnavian proposed extending Aceh’s Otsus funds. Tito said that Aceh’s post-disaster recovery requires at least three years.
This was stated by Tito during a working meeting of Commission II DPR at the parliamentary complex in Senayan, Jakarta, on Monday (13/4). Initially, Tito admitted to receiving many proposals regarding the extension of Aceh’s Otsus funds.
“Indeed, during visits and receiving delegations from Aceh, they always convey requests, because the poverty rate is still high above the national and Sumatra average, unemployment is also high, although the Human Development Index has improved but is still below the national level, they still need special autonomy funds,” Tito said.
“And they propose, perhaps looking at Papua which increased to 2.25 percent until 2040 or 2041? And they also hope that this Otsus is extended and the amount, if it can’t be the same as Papua’s 2.25 percent, back to 2 percent. That’s the request from friends there,” he continued.
