DPR's Expert Body Already Tasked with Designing and Simulating Crucial Issues in Election Law Revision
JAKARTA, KOMPAS.com - The House of Representatives (DPR) has tasked the House Expert Body (BKD) with designing, synchronising, and simulating crucial issues in the revision of Law Number 7 of 2017 on General Elections (Pemilu).
This was revealed by a member of Commission II of the DPR from the National Awakening Party (PKB) faction, Muhammad Khozin.
“The DPR has also tasked the House Expert Body (BKD) with designing, synchronising, and creating simulations of crucial issues that will be needed in the discussion of the Election Bill,” Khozin stated when contacted on Monday (11/5/2026).
Therefore, he rejects the possibility of the Election Law revision being taken over as a government initiative.
“The discourse of shifting the proposer of the Election Bill from the DPR to the government would technically be a step backwards in the ongoing process at the DPR,” Khozin said.
The revision of the Election Law itself has been set as a DPR initiative and included in the Priority National Legislation Programme (Prolegnas).
“The discussion of the Election Bill must be promptly addressed jointly by the DPR and the government to prepare for the 2029 elections in a more optimal manner. This discussion also distances us from the stigma of conflict of interest,” Khozin concluded.
It was previously reported that the Coordinating Minister for Law, Human Rights, Immigration, and Correctional Services, Yusril Ihza Mahendra, has opened the possibility for the government to become the proposer of the Election Bill draft if the discussion process in the DPR continues to stall.
“If, for example, after half, 2.5 years, it still hasn’t been completed, then there’s no harm in renegotiating who will submit the draft,” Yusril said on Wednesday (29/4/2026).
“I don’t yet know the latest developments, but the government is still waiting for the draft to be completed and prepared by the DPR,” Yusril added.
It is known that the Constitutional Court (MK) has issued several rulings related to the Election Law. Among them are the MK’s Decision Number 62/PUU-XXII/2024 regarding the elimination of the presidential nomination threshold, which was previously 20 percent.
Secondly, through Decision Number 116/PUU-XXI/2023, the MK has provided five prerequisites in determining the parliamentary threshold for the 2029 elections.
