DPRD Verifies Bintaro Xchange Permit Claims, Requests Documents on River Function Changes
South Tangerang City Council is delving into claims by Bintaro Xchange developer, PT Jaya Real Property Tbk (JRP), stating that it has secured studies and approvals from the Ministry of Public Works and Public Housing (PUPR) concerning the condition of the Ciputat River flow. The in-depth review was conducted through a hearing by the Special Committee (Pansus) for the Regional Spatial Planning (RTRW) Draft Regulation, held in the DPRD Deliberative Body room in Tangsel on Wednesday (22/4/2026). “We requested several documents, including those related to state asset certification (BMN) for the river. They stated they would complete them, as not all could be shown earlier,” said the Head of the Tangsel RTRW Pansus, Ahmad Syawqi, quoted from TribunBanten.com. This RDP follows a field inspection conducted the previous day in the Pondok Jaya area, Pondok Aren Subdistrict. “This is part of coordination regarding yesterday’s field findings. We want to ensure the river flow condition and compliance with applicable regulations,” Syawqi stated. During the inspection, the Pansus found that the Ciputat River flow, which should pass through several points, was no longer visible flowing as it should. “The flow (of the river) should cross the area that is now a mall (Bintaro XChange) and pass through the station area, but (now) the flow is not moving,” Syawqi said. The Pansus also discovered indications of changes to the river’s flow path. Based on preliminary tracing, the flow that was previously straight is suspected to have turned. In addition to path changes, the DPRD highlighted allegations of narrowing of the flow in several other locations and indications of zoning violations related to spatial planning. The closed-door meeting, which lasted about three hours, was also attended by representatives from the South Tangerang City Water Resources, Road and Bridge, and Construction Agency. Meanwhile, the developer stated it would be cooperative and ready to complete the documents requested by the DPRD. “For the next stage, we are waiting, but JRP will be very cooperative,” said JRP’s planning division management, Virona Pinem. The DPRD emphasised that this tracing is carried out to ensure the river’s function remains maintained and in accordance with spatial planning provisions, particularly in efforts to control flooding in the South Tangerang area.
