DPRD Says Blok M Parking Operator Uncooperative, Refuses to Disclose Financial Documents

The Special Committee on Parking (Pansus Perparkiran) of the DKI Jakarta DPRD considers Best Parking, the parking manager in the Blok M area of South Jakarta, to be uncooperative as it has yet to disclose the financial documents requested in the investigation into alleged parking revenue leakages.

Pansus Perparkiran DPRD DKI Jakarta Chairman Ahmad Lukman Jupiter stated that his side had requested several important documents to match parking turnover with deposits to the Original Regional Revenue (PAD). However, the data has not yet been provided in full.

“We requested in the meeting items such as financial reports, budgets, bank account mutations; they lack the good ethics to provide that data, including the land layout against the number of car parking spaces. That also was not given,” said Jupiter when contacted by Kompas.com by telephone on Tuesday (12/5/2026).

Jupiter explained that the Blok M Square area is an asset owned by Perumda Pasar Jaya, which was then partnered with PT Melawai Jaya Realty.

Subsequently, PT Melawai Jaya Realty entered into a cooperation agreement with PT Karya Utama Perdana before parking management was handed over to Best Parking.

“So Pasar Jaya contracted with PT Melawai. PT Melawai then gave another Cooperation Agreement (PKS) to PT Karya Utama Perdana, a subsidiary of PT Melawai,” he said.

“KUP then gave special management according to parking, which is managed by Best Parking. That means there is a vendor connection with PT KUP and PT Melawai. Because they regulate the mechanism in parking tax payments to the Regional Revenue Agency,” Jupiter continued.

Those documents are needed to ensure the alignment between the parking fees paid by the public and the taxes deposited to the local government.

“In order to request transparency regarding tax payments to the Regional Revenue Agency, to our PAD, that the money already paid for parking is public money entrusted to be paid 10 percent to PAD,” he said.

He stated that the company also did not provide clear reasons why those documents have not been submitted to the pansus.

“He didn’t convey the reason. So until now they haven’t given that data,” he said.

According to Jupiter, his side is having difficulty tracking the flow of parking money because transaction data and proof of tax payments are not opened transparently.

“Yes. Until now, where it evaporates we don’t know yet. Because they are not cooperative in providing the data we requested,” he said.
