DPRD DKI pushes for OSS reform and PTSP revitalisation to improve services

The DPRD DKI Jakarta is urging the central government to strengthen coordination with the Jakarta Provincial Government in issuing business licences through the Online Single Submission (OSS) system. Deputy Speaker Basri Baco stated that the issuance of Business Identification Numbers (NIB) via OSS often occurs without the knowledge of local authorities, resulting in officials only learning of a business after its building is erected and operational. He noted that many public complaints arise when businesses suddenly appear in residential areas, as the NIB is issued directly by the central government without involving local officials. Baco argued that the mechanism needs improvement without hampering the investment climate. While the central government can continue issuing NIBs, subsequent processes, particularly the issuance of Building Approvals (PBG) for commercial activities, must involve regional governments to ensure zoning compliance and minimise potential conflicts. Without this, businesses may rely on outdated building permits that no longer meet current regulations. He cited the example of a Japanese restaurant in the Menteng residential area, questioning its permit suitability. Baco stressed that early coordination would allow checks on whether a location is appropriate for business, considering proximity to schools, places of worship, or other public facilities, thereby preventing future disputes. He emphasised that such coordination provides legal certainty for businesses and maintains a conducive investment climate, rather than slowing investment. Baco also highlighted the urgent need to revitalise PTSP offices, especially at the sub-district level, many of which have operated for nearly 14 years with declining facilities. He pointed to the Pegangsaan sub-district PTSP as needing improvements to its service rooms and supporting amenities, noting that guest toilets in some offices do not meet public service standards for a metropolitan city. He hopes for a gradual overhaul of all PTSP facilities to enhance service quality and reinforce Jakarta’s image as a global city prioritising excellent public service.
