DPRD DKI Leadership Reminds on Waste Targets, Alludes to Former DLH Head Becoming Suspect
JAKARTA, KOMPAS.com — The Chair of the DPRD DKI Jakarta Plenary Session, Wibi Andriano, has reminded the DKI Jakarta Provincial Government to take the waste issue seriously ahead of the zero dumping target on 1 August 2026.
In the plenary session, Wibi highlighted the absence of massive socialisation regarding household waste sorting, particularly at the RT and RW levels. This step is considered crucial for reducing waste volume at the source.
“Starting 1 August 2026, we must be free from unmanaged waste. I ask for serious attention from Mr Secretary General to instruct his subordinates; this should already be a sense of crisis,” said Wibi on Wednesday (29/4/2026).
“If 1 August is just a few months away? Three months? But I haven’t seen any announcements at the RT and RW for waste sorting activities,” he stated.
Wibi requested that DKI Jakarta’s Regional Secretary, Uus Kuswanto, immediately mobilise the sub-district and village administrations to coordinate with RT and RW. He encouraged the launch of a “Universe Waste Sorting Movement” to directly involve residents in waste management.
According to him, waste management cannot rely solely on the government but must start from households through initial sorting.
In the session, Wibi also alluded to the legal case ensnaring former Head of the DKI Jakarta Environment Agency, Asep Kuswanto, who became a suspect related to the Bantargebang TPST waste landslide. He warned that similar incidents should not recur.
“Don’t let a case like Mr Asep becoming a suspect due to the Bantargebang problem happen to other gentlemen. It’s unfortunate, because one policy could implicate us all,” Wibi remarked.
KLH’s Deputy for Environmental Law Enforcement, Rizal Irawan, explained that the case handling began with administrative sanctions before escalating to criminal investigation.
“The handling of this case did not immediately proceed through a criminal approach. We have given more than a year for guidance through existing mechanisms,” Rizal stated in his remarks on Tuesday (21/4/2026).
KLH issued administrative sanction Number 13646 of 2024 in December 2024. The first supervision on 12 April 2025 showed that the Bantargebang Integrated Waste Management Site (TPST) operators were non-compliant and were followed up with a warning letter.
The second supervision on 9 May 2025 yielded similar results. KLH then issued a follow-up administrative sanction in the form of an obligation for environmental audits through Decision Number 920 of 2025 on 4 September 2025. However, there was no significant improvement in management.
Due to the lack of change, the case was escalated to the investigation stage through a case review in February 2026 with Bareskrim Polri and the Attorney General’s Office.
The waste landslide incident at Bantargebang occurred on 8 March 2026. The incident killed seven people and injured six others.
KLH assessed that the tragedy proves that waste management not in accordance with regulations can have serious impacts on public safety.
