DPRD DKI Jakarta Emphasises Pancasila as Ethical Foundation for Regional Governance
The economic fundamentals remain strong across all sectors, with government spending, community expenditure, controlled inflation, and robust investment contributing to stability. Pancasila, as the national outlook, serves as the essential ethical and strategic foundation that must guide all regional government administrators, including the Regional House of Representatives (DPRD).
Beyond its role as a normative-constitutional basis of the state, Pancasila functions as a system of living values that informs every political decision-making process, legislation, budgeting, and oversight. The Chairperson of the Jakarta DPRD, Khoiruddin, stated that Pancasila serves as a pillar of national unity, particularly for a nation born from diverse ethnicities, religions, cultures, and languages. He added that it acts as a ‘moral compass’ to ensure that power does not lose direction or fall into narrow, sectarian, or pragmatic interests.
For regional governments, Pancasila provides the guidance necessary to ensure that autonomy does not lead to fragmentation, and that local power remains focused on the goal of social justice. In the context of current governance, the upcoming national meeting between President Prabowo Subianto and all governors, regents, and mayors in February 2026 is viewed as a crucial moment for consolidating values and policy direction between the central and regional governments. Khoiruddin noted that this meeting should not merely be an administrative or ceremonial forum, but a space for strategic direction to unify the national development vision.
The success of this agenda depends on the ability of regional governments to translate national directives into contextual and equitable policies. This requires synergy between regional heads and the DPRD, ensuring that every local policy remains rooted in the values of unity, democracy, and social justice. This ensures that national programmes are not merely instructions from the centre but become practical governance that provides tangible benefits to the community at the grassroots level.
Inggard Joshua, Chairperson of Commission A of the Jakarta DPRD, emphasised that the legislature plays a strategic role as a bridge between central policies and local realities. He asserted that the DPRD must function not just as a formal institution for creating regulations, but as a guardian of Pancasila orientation in regional governance. Consequently, the legislative function must produce regional regulations (Perda) that are contextual, fair, and serve the public interest, including matters of spatial management, environmental cleanliness, tourism development, and the protection of local community rights.
As Jakarta prepares to commemorate its 499th anniversary in June 2026, the city is positioning itself to become a global city and a world economic hub. In this perspective, regional autonomy is not aimless freedom, but independence framed by national responsibility. Furthermore, the Secretary of the Jakarta Provincial Government, Uus Kuswanto, noted that the commemoration of the Birth of Pancasila serves as a moment of reflection to ensure these values remain a living guide for the nation.
