DPRD DKI Jakarta Bamus Meeting Prolonged by Disputes Over PDIP Training and Governor's Working Visit
JAKARTA — The Deliberative Body (Bamus) meeting of the DPRD DKI Jakarta to set the schedule for the plenary session replacing the DPRD Chairman from the PKS Faction proceeded contentiously on Wednesday (22/4/2026).
Debate arose when several factions cited differing agendas, ranging from technical guidance to the Jakarta Governor’s working visit.
Initially, meeting chair Wibi Andriano proposed holding the plenary session on Tuesday, 28 April 2026. Several factions expressed agreement, including PKS, which assured full attendance of its members.
However, the PDI Perjuangan Faction highlighted obstacles. Its member, Chica Kuswoyo, revealed that most faction members would be attending technical guidance (bimtek) in Bali on that date.
The statement immediately drew a response from the meeting chair. Wibi stressed that the plenary session for replacing the DPRD Chairman was no ordinary agenda but a crucial meeting requiring a two-thirds attendance quorum.
“So, attend the bimtek or the plenary? This plenary is not just any plenary. It is a highly sacred one. Because it requires two-thirds. Meanwhile, the PDI Perjuangan Faction is one of the winning factions,” said Wibi.
He even asked the PDI Perjuangan Faction to consider postponing or rescheduling participation in the bimtek to attend the plenary session.
During the meeting, the DPRD Secretariat explained that under Government Regulation Number 12 of 2018, the plenary session announcing the dismissal of the DPRD Chairman must be attended by at least two-thirds of members and approved by more than 50 percent of those present. If the requirements are not met, no decision can be taken.
Additionally, it was clarified that there is no mechanism for an acting (Plt) DPRD Chairman. The official dismissal only takes effect after the issuance of a decree (SK) from the Ministry of Home Affairs, a process that can take up to 20 working days.
The meeting grew heated upon learning that Jakarta Governor Pramono Anung would be unable to attend on 28 April due to a working visit abroad until 29 April 2026.
“Permission from the KDH Bureau leadership to state that for Tuesday, 28 April 2026, if agreed, we will schedule it. However, considering that on the 28th, the Governor is on a working visit, it will be attended by the Deputy Governor,” said the KDH representative.
Hearing this, Wibi refused. He even requested that Pramono cancel his official trip. According to him, the plenary session for changing the DPRD DKI Chairman is an important agenda that should be attended directly by the Governor.
“No. Wow, this is the time for the Deputy Governor to attend. No, this is not a package deal. This is about changing the DPRD chairman. So please inform the Governor to cancel his working visit,” said Wibi.
After prolonged debate, including proposals to change the schedule, the meeting finally agreed to hold the plenary on Thursday, 30 April 2026.
That date was deemed more ideal because the PDI Perjuangan Faction assured full attendance of its members, and Governor Pramono Anung would have returned to Jakarta.
“The plenary session is agreed for 30 April 2026,” said Wibi while banging the gavel.
