DPR Urges Film Industry Regulation to Boost Non-Tax State Revenue

The Indonesian House of Representatives (DPR) is encouraging the government to strengthen film industry regulations as a means of creating a fairer business ecosystem and opening opportunities to increase Non-Tax State Revenue (PNBP) in the creative economy sector. Lamhot Sinaga, Deputy Chairman of Commission VII of the DPR, stated that governance arrangements in the film industry could serve as a new source of funding for the development of the creative economy.

“This film regulation requires the government’s presence to adjust fairness for all parties and stakeholders. We believe this can also be an entry point for PNBP and Public Service Agency (BLU) revenue in the creative economy,” he said during a working meeting in Jakarta on Wednesday.

He added that the approximately 120 creative economy associations partnering with the Ministry of Creative Economy could be involved in policy formulation. The DPR noted that the Ministry of Creative Economy’s budget is still relatively limited at IDR 417 billion compared to other ministries and agencies under Commission VII.

“The budget is only that much. Perhaps the PNBP can be increased so that the government can add to the ministry’s budget,” said Deputy Chairman Evita Nursanty. The DPR stated that discussions regarding the potential increase in PNBP and the budget needs of the Ministry of Creative Economy will be deepened during the deliberation of the 2027 Ministry/Agency Work Plan and Budget (RKA-KL). Through strengthening regulations and optimizing state revenue sources from the creative economy sector, the DPR hopes the ministry’s capacity will be stronger in supporting industry growth, job creation, investment, and national economic growth.
