DPR to Overhaul PPPK Governance Amid Regional Budget Complaints
Jakarta (ANTARA) - Deputy Speaker of the Indonesian House of Representatives (DPR RI) Sufmi Dasco Ahmad stated that the governance of government employees with work agreements (PPPK) will be reorganised in the future in response to budget issues raised by regional heads.
Dasco, speaking after attending a working meeting and public hearing of Commission II of the DPR RI in Jakarta on Thursday, said the restructuring of PPPK governance has been discussed with the government.
“Regarding PPPK, we have actually discussed with the Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) and the Minister of Home Affairs to reorganise its governance going forward, because these appointments are usually made after the regional elections,” he said.
“The authorities granted to regional heads may also need to be tidied up in terms of governance, so that there is no accumulation of honorary workers or new PPPKs in the regions,” he added.
Dasco attended the Commission II meeting which invited Minister of Home Affairs Tito Karnavian and associations of district and city regional heads.
Chairman of Commission II of the DPR RI, Muhammad Rifqinizamy Karsayuda, described the meeting as special because it was held during the recess period.
“We called this meeting because we want to listen and participate in resolving important issues in the context of central and regional relations today,” he said when opening the meeting.
Rifqi explained that the meeting facilitated three main discussion points: the remuneration of regional heads and deputy regional heads, the systematics of revenue-sharing funds, and the increase of locally generated revenue.
“Today we want to hear the grievances and problems, which hopefully we can find solutions for at the district and city level first. We will find a special time for the governors in other hearings,” he said.
Previously, Rifqi stated that Commission II of the DPR RI already has data on approximately 39 districts and cities that must receive assistance from the state budget (APBN), specifically to address salary issues for state civil apparatus (ASN) and PPPK.
“Approximately 39 districts and cities, after various exercises, must receive assistance from the APBN,” he said on Wednesday (29/7).
In principle, he wants to ensure that central and regional relations continue to function well amidst the current global pressures. According to him, government activities must provide economic and welfare effects for the community.
“What the assistance model will look like, whether through additional transfers to regions, including the expansion or addition of general allocation funds for regional PPPK salaries, and so forth, will be discussed and formulated,” he said.
