Banda Aceh, Aceh (ANTARA) - Deputy Chair of the DPR RI Legislation Body (Baleg) Ahmad Doli Kurnia has proposed the establishment of a special body to assist in managing Aceh’s special autonomy funds (otsus) so that their benefits are felt by communities at the grassroots level.

“I believe there must be a special body involved in managing Aceh’s otsus funds. Whether it’s called the Aceh Development Acceleration Planning Agency,” said Ahmad Doli Kurnia during a visit with the executives of DPD I Golkar Aceh in Banda Aceh, Aceh, on Friday.

Doli stated that the creation of this special body has previously been proposed by his side for consideration and has received a response from the government. In the future, the body could involve the central government, province, and regencies/cities throughout Aceh.

“Then we start talking about planning, followed by programme implementation, up to monitoring and evaluation,” he said.

If management is assisted by a special body, he continued, future implementation could have certain indicators or measures. For example, what it would be like in the first five years, then 10 years, up to 20 years.

“Well, this is what we all need to compile, details on the vision of Aceh’s future at least for the next 20 years,” he said.

According to him, this step is crucial so that the utilisation of Aceh’s otsus funds is more measurable, transparent, and has a direct impact.

On that occasion, Doli also conveyed that the revision of the Aceh Government Law (UUPA) must not only focus on issues of budget amounts or percentages.

More than that, the government and stakeholders must begin formulating a comprehensive roadmap for Aceh’s long-term development.

“It’s not just about talking about how big it is, but we must start discussing what will be done with this otsus fund if it is agreed upon. We must have planning; Aceh’s face must be far more advanced compared to the first 20-year period,” said Doli.

As is known, the DPR RI’s Baleg is currently discussing revisions to Law Number 11 of 2006 on Aceh Government (UUPA), and one of the main points to be changed is related to the extension of Aceh’s otsus funds, which will end in 2027.

In its document, the Aceh government proposes that the otsus funds be extended to 2.5 percent of the national General Allocation Fund (DAU), and without a specific time limit as before.
