The House of Representatives’ (DPR) Budget Committee (Banggar) submitted the results of the preliminary discussion on the 2027 Draft State Revenue and Expenditure Budget (RAPBN) and the Government Work Plan (RKP) during a plenary session today for further deliberation. The 2027 RAPBN and RKP will serve as guidelines for the government in drafting the 2027 state budget.

The session was held at the parliamentary complex in Senayan, Jakarta, on Thursday (2/7/2026). Deputy Chairman of the DPR Budget Committee, Wihadi Wijanto, reported that the preliminary discussions on the 2027 RAPBN and RKP had been conducted with Finance Minister Purbaya and Bank Indonesia from 9 to 29 June 2026.

“Following up on the law, standing orders, and the relevant letter, the Budget Committee has held discussions with the Minister of Finance, the Minister of National Development Planning/Head of Bappenas, and the Governor of Bank Indonesia from 9 to 29 June 2026,” Wihadi stated.

Wihadi explained that during these discussions, it was agreed to form four working committees (panja). These include the Working Committee on Basic Assumptions of Fiscal Policy, Deficit, and Financing of the 2027 RAPBN; the Working Committee on the 2027 RKP and Budget Priorities; the Working Committee on Central Government Expenditure Policy for the 2027 RAPBN; and the Working Committee on Regional Transfer Policy for the 2027 RAPBN.

Subsequently, drafting teams for each working committee were formed and held meetings from 17 to 25 June 2026.

“In these discussions, Commission XI and Commission XII provided recommendations on the range of basic assumptions for 2027, and the commissions also discussed the 2027 Ministry/Agency Work Plans and Budgets (RKA K/L) and the 2027 RKP with their respective working partners,” he added.

Wihadi stated that the results of the 2027 RAPBN discussions regarding the basic macroeconomic assumptions include economic growth of 5.8 to 6.5 per cent. The poverty rate for 2027 is targeted at 6.0 to 6.5 per cent. The proportion of formal job creation is targeted at 40.81 per cent, with total job creation ranging from 2.57 million to 3.49 million people.

“The theme of the 2027 RKP is accelerating quality growth through productivity, investment, and industry,” he announced.

The results of the 2027 RAPBN and RKP were then formally submitted to the DPR leadership. Speaker Puan Maharani stated that the report would serve as a guideline for the preparation of the 2027 RAPBN.

“The report on the results of the preliminary discussions for the 2027 RAPBN and the 2027 Government Work Plan (RKP) will serve as a guideline in drafting the 2027 fiscal year state budget,” Puan concluded.
