DPR Plenary Agrees International Financial Centre Bill to Enter 2026 Legislative Programme
The House of Representatives (DPR) plenary session has agreed to include the Indonesia International Financial Centre (PFII) Bill in the 2026 National Legislation Programme (Prolegnas) as a government initiative. The agreement was reached during a plenary session held at the parliament complex in Senayan, Jakarta, on Thursday (2/7/2026).
Deputy Chair of the DPR Legislation Body (Baleg), Martin Manurung, stated in his report that the bill is intended to strengthen the contribution of the financial sector to the national economy. He noted that according to regulations, Baleg was required to report the PFII Bill to the plenary session because it was originally outside the Prolegnas. Martin then handed over the decision to the plenary session to determine whether the PFII Bill should be included in the 2026 Priority Prolegnas as a government initiative.
Following the report, DPR Speaker Puan Maharani asked for the approval of the attending members. “We now ask the honourable members of this session, can the Legislation Body’s report on the proposed bill outside the Prolegnas be approved?” Puan asked, to which the members responded, “Agreed.”
Previously, the government proposed that the Indonesia International Financial Centre Bill be included in the evaluation of the 2026 Priority Prolegnas. The government assessed that there is a national urgency to immediately establish this regulation. Deputy Minister of Law and Human Rights, Eddy Hiariej, conveyed during a working meeting with Baleg on Tuesday (23/6) that the formation of the PFII Bill is mandated by Law Number 4 of 2026 concerning the Development and Strengthening of the Financial Sector (P2SK), which was recently enacted. He explained that the provisions regarding the operation of an international financial centre are regulated by law, as stipulated in Article 248A of the P2SK Law.
