DPR Members Condemn KKB Shooting That Killed Three Civil Servants in Papua
A number of members of the House of Representatives (DPR) have condemned the shooting by the Armed Criminal Group (KKB) that killed three civil servants from the Jayawijaya Regency Agriculture Office in Muliama Village, Highland Papua, on Wednesday (9/9).
The Deputy Chairman of Commission I of the DPR, Sukamta, has called on authorities to conduct a thorough investigation into the perpetrators and their network to ensure such incidents do not recur. “Do not stop at whoever pulled the trigger. Uncover who planned this, who supplied the weapons, and who provided support for this act of violence,” said the PKS politician on Friday (1lam/9).
Sukamta believes the massive scale of KKB attacks against civilians must be a serious concern for the government. According to him, this indicates that the armed group is increasingly relying on terror and the creation of fear to maintain its influence. “When civilians are increasingly targeted, it shows that terror and fear are methods used by the KKB to demonstrate their existence. The state must not allow such terror strategies to succeed,” he stated.
The Deputy Chairman of the DPR’s Defence Commission requested that the government strengthen early detection, intelligence information, and protection for civilians, particularly those working in public service sectors such as agriculture, education, health, and infrastructure development. “Do not wait for the next victim before acting. This is a crucial time for the Central Government, Local Governments, and the community to work together to improve the security and welfare of all Papuan people without exception,” he added.
Dave Laksono, Deputy Chairman of Commission I, urged authorities to immediately capture the perpetrators and ensure the legal process proceeds. He noted that the TNI (Indonesian National Armed Forces) should provide support in accordance with its duties and authority, including deploying the necessary capabilities and resources. He emphasised that the state must not allow civilians and civil officials to become targets of violence. Commission I of the DPR will continue to monitor the security situation in Papua to ensure national defence and security policies remain directed towards protecting the people and maintaining the integrity of the Unitary State of the Republic of Indonesia (NKRI). “Coordination between the TNI and Polri (National Police) must continue to be strengthened so that every threat can be responded to quickly and accurately, while preventing further casualties,” said Dave.
Roadmap for KKB Handling
Meanwhile, Oleh Soleh, a member of the DPR’s Defence Commission, previously urged the government to immediately draft a roadmap for the eradication of the KKB in Papua. He described the shooting as a human tragedy that cannot be allowed to recur. He argued that the handling of such issues should not be partial or case-by-case, but requires a holistic strategy. “Authorities must devise a comprehensive strategy to eradicate the KKB. There must be a roadmap for the eradication of the KKB in Papua, so that the state’s actions do not only emerge when a case occurs,” Soleh said when contacted on Friday (11/9).
The Damai Cartenz Operation Task Force revealed that the shooting occurred on Wednesday (9/9) at approximately 15:53 WIT. At the time, a group of 11 employees from the Jayawijaya Regency Agriculture Office was travelling from Wamena to Muliama to inspect paddy field cultivation activities.
Head of Public Relations for the Damai Cartenz Operation, Commissioner Yusuf Sutejo, stated that three employees with civil servant (ASN) status died in the shooting. They were identified as WB (24), AR (49), who was the Head of the Livestock Division of the Jayawijaya Agriculture Office, and AAM (35).
The 2026 Damai Cartenz Police Task Force stated they have identified the characteristics of the perpetrators involved in the shooting of the three civilians. Yusuf noted that police have also interrogated the surviving witnesses. “From our in-depth investigation, examinations have been conducted on the surviving witnesses at the Jayawijaya Police Station. We have obtained the characteristics of the perpetrators. The team is currently conducting a manhunt,” Yusuf said in a written statement on Friday (11/9).
