JAKARTA - A member of Commission III of the House of Representatives from the Golkar faction, retired Inspector General Rikwanto, stated that individuals serving as instructors in the Indonesian National Police (Polri) might seek additional income by working as ride-hailing drivers or selling goods in markets. This is because the pay for police instructors is only Rp 100,000 per hour. “The most crucial issue is the budget for instructors. Their honorarium remains at outdated standards. How can we expect maximum results and superior talents to lead Polri in the future with such minimal compensation? I’m afraid after teaching, they end up ride-hailing or selling in the market,” said Rikwanto during a meeting with the Police Education and Training Command (Kalemdiklat Polri) and the Police Academy Governor at the DPR Building in Senayan, Jakarta, on Thursday (2/4/2026). He invited Kalemdiklat to propose a decent honorarium for instructors, considering they are teaching future Polri leaders. Furthermore, Rikwanto proposed that Polri recruit individuals who have already shown superior potential to become police officers, rather than “rubbish.” “Regarding recruitment, like it or not, it must be from superior stock. From high school graduates, or even university students who can enter the Police Academy or Polri education. Why? There’s a saying ‘if you put in rubbish, you get rubbish out’. It’s not pleasant to say, but that’s how it is,” emphasised the former South Kalimantan Police Chief. “For the structure of honoraria for educational personnel (gadik), we request an adjustment from the previous flat rate of Rp 100,000 to an average of Rp 200,000 per lesson hour. There is a need for an additional Rp 69.2 billion so that we can maintain the motivation and availability of competent instructors,” explained Andi Rian.
