DPR Member Urges Oversight and Sanctions in Implementation of PP Tunas
JAKARTA - A member of Commission I of the House of Representatives (DPR), Amelia Anggraini, is pushing for oversight up to the enforcement of sanctions in the implementation of Ministerial Regulation (Permen) on Communications and Digital Affairs No. 9 of 2026 as a derivative regulation of Government Regulation No. 17 of 2025 on the Governance of Electronic System Operators in Child Protection (PP Tunas). “I see that PP Tunas urgently needs to be implemented. However, this regulation will not be sufficient if oversight, compliance audits, and enforcement of sanctions are not carried out firmly in the field,” said Amelia in her statement on Sunday (29/3/2026). According to her, PP Tunas is feared to be unable to protect children in the digital space without oversight and enforcement of sanctions. “So, this is an important step, but it must be understood as the starting point of regulation, not the finishing line,” said Amelia. She views the restriction of social media for children as a form of precaution to protect Indonesia’s younger generation. “This should not be read merely as an administrative number, but as a threshold of precaution. This is to protect children from risky interactions, exposure to harmful content, personal data threats, and digital addiction,” said Amelia. In addition, she called for clarification on age verification methods, involvement of third parties, personal data protection, and mechanisms for complaints and sanctions from the regulation. As information, the government through the Ministry of Communications and Digital Affairs (Komdigi) has begun implementing PP Tunas to strengthen child protection in the digital space. This regulation was enacted on 6 March 2026 and effectively applies from 28 March 2026. In the initial phase, several platforms such as YouTube, TikTok, Facebook, Instagram, Threads, X, Bigo Live, and Roblox are required to block accounts of users under the age of 16. “This process will be carried out gradually until all platforms fulfil their compliance obligations,” said Meutya.
