JAKARTA - DPR Commission II member Muhammad Khozin has called for the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to collaborate with local governments (Pemda) to accelerate the Systematic Complete Land Registration (PTSL) programme.

He stated that the programme’s implementation still faces various issues at village level due to numerous reports of unauthorized charges during PTSL processing.

“Many villagers have reported they are unaware of the PTSL process. This must be prioritised by the BPN and local governments,” Khozin said when asked in Jakarta on Monday.

Khozin made these remarks during a meeting with the Ministry of Home Affairs, ATR/BPN, APDESI, APKASI, and APEKSI at the DPR building in Jakarta on Monday.

He stressed that the PTSL programme must be taken seriously by the government, including through strengthened oversight and public awareness.

“The PTSL programme is vital, but its implementation must be orderly, transparent, and not burden local communities,” he said.

He also called for the government to fully implement decentralisation in land and spatial planning policies.

“Not everything should be centralised. Local governments must be involved as they understand ground conditions best,” he said.
