Jakarta (ANTARA) - Member of Commission VI of the House of Representatives (DPR) Rivqy Abdul Halim has proposed to the government that the training for participants of the Sarjana Penggerak Pembangunan Indonesia (SPPI) programme, who are prospective managers of the Merah Putih Village/Sub-district Cooperatives (KDKMP) or Merah Putih Fishing Villages (KNMP), could be conducted through mentoring within cooperatives.

He further explained that the training for prospective KDKMP or KNMP managers could place greater emphasis on field practice through direct mentoring in successful cooperatives, internships with business operators, and guidance from professional mentors.

“It would be better if it were focused on a managerial scheme,” he said in a statement confirmed in Jakarta on Tuesday.

According to him, his proposal is based on the successful development of cooperatives in several countries, which was achieved through strengthening human resource capacity rather than an excessive physical approach.

For example, he noted that agricultural cooperatives in Japan developed through continuous management education, business training, and professional mentoring. Meanwhile, in South Korea, he assessed that the Saemaul Undong movement successfully strengthened the village economy through local leadership development, entrepreneurship training, and community participation. In the Netherlands, he continued, large cooperatives grew because they were managed by professional managers with strong business competence, governance, and accountability.

“Indonesia needs to adopt these best practices. The Merah Putih Village/Sub-district Cooperative Programme will succeed if it is managed by human resources who are professional, have integrity, understand business, and are continuously nurtured,” said the member of the DPR commission partnered with the Ministry of Cooperatives.

Meanwhile, he expressed his deepest condolences over the deaths of five prospective KDKMP/KNMP managers. “I extend my deepest condolences to the families of the deceased participants. May the departed find the best place in the sight of Allah SWT and may the bereaved families be granted fortitude,” he said.

Previously, the Head of the Human Resources Development Agency of the Ministry of Defence stated on 27 June 2026 that Defence Minister Sjafrie Sjamsoeddin had requested his staff to conduct a comprehensive evaluation of the basic military training programme for prospective KDKMP/KNMP managers. The evaluation was carried out after participants died. On 29 June 2026, the Ministry of Defence announced it was halting the military training for the prospective managers, subsequently stating it would focus solely on national defence awareness and military-style training.
