JAKARTA, KOMPAS.com - Member of Commission IX of the Indonesian Parliament, Edy Wuryanto, affirmed that the deficit in the National Health Insurance (JKN) program cannot be simply resolved by increasing premiums for BPJS Kesehatan participants.

According to Edy, a thorough evaluation and data transparency are also necessary.

“We must not view premium increases as the only instrument for resolving the issue. There must be data transparency and actuarial analysis that can be publicly verified to ensure that this policy is legitimate and rational,” said Edy in a statement on Wednesday (25/2/2026).

Edy stated that the financing deficit of the JKN has shown an increasing trend in recent times.

However, increasing BPJS Kesehatan premiums for individual participants is not appropriate in the near future.

This is because the public is still facing economic pressures, and the promise to waive outstanding premiums for individual participants since October 2025 has not yet been fulfilled.

“We must not ask the public to pay more while the commitment to waive outstanding premiums, which was promised, has not been fulfilled. Policies must be consistent and fair,” said Edy.

Edy also understands that the sustainability of the system is important, but it should not be separated from the principles of fairness and accountability.

“I understand the pressure of health inflation, rising prices of medicines and medical devices, and the widening gap between service costs and premium revenue, but the solutions taken must still be based on the interests of the people,” said Edy.

“In fact, JKN premiums have not been evaluated for approximately five years. When the obligation to conduct periodic evaluations is not carried out, it is understandable that the public questions the basis for the timing of the increase today,” said Edy.

According to him, if the government still intends to make adjustments in 2026, a fairer step would be to first increase premiums for Premium Assistance Recipients (PBI) and Regional PBPU as a form of strengthening the fiscal commitment of the state and local governments.
