DPR member says shooting begal on the spot could be an option when lives are threatened
JAKARTA, KOMPAS.com — DPR member Nasir Djamil has stated that shooting begal on the spot could be an option in certain circumstances, particularly when the safety of citizens or officers is threatened.
This comes amid various opinions on the proposal. Human Rights Minister Natalius Pigai considers the action contrary to human rights principles, while police authorities prioritise public safety.
Nasir acknowledged that begal involves theft typically accompanied by violence, and shooting on the spot is a police officer’s discretion.
He said the shooting could occur if specific conditions are met: “If a begal threatens the victim’s life, police can shoot on the spot to save them, or if the begal threatens officers’ lives.”
Nasir emphasised that shooting on the spot does not necessarily mean killing the perpetrator, but rather incapacitating them.
He also urged public involvement in combating begal, proposing citizens be trained in policing functions to protect themselves. Additionally, the government should intensify surveillance camera installations to record incidents.
“Ultimately, empower and support communities to fight begal. Safety is costly, so the government must act to prevent begal from terrorising the public,” he concluded.
Previously, Lampung Police Chief Helfi issued the order to shoot begal on the spot during a press conference at the Lampung Police Headquarters on Friday, 15 May 2026. “There is no tolerance; we will prove this — do not test us. Clearly, we have ordered all personnel to shoot begal on the spot due to their threat to public safety,” he stated. Helfi added that begal perpetrators no longer commit theft for basic needs but to buy drugs.
Furthermore, begal incidents are increasingly prevalent in regions including Makassar, Lampung, and Jakarta, requiring strict measures for public safety. “This is also a concern as it is not limited to specific areas like Makassar. I have instructed they be dealt with by shooting on the spot,” said Sahroni at the DPR Building in Senayan, Jakarta, on Monday, 18 May 2026.
