DPR Member Reviews Labour Proposal for Maximum One-Year Contract in Manpower Bill
House of Representatives (DPR) Commission IX member Netty Prasetiyani Heryawan has received the aspirations of the Grand Coalition of the Indonesian Labour Struggle (KBPBI). Netty stated that the labour proposals, including limiting the period of Fixed-Term Employment Agreements (PKWT) or contract workers to a maximum of one year, will serve as material for the Working Committee (Panja) in drafting the Manpower Bill.
This was conveyed by Netty after receiving a draft proposal for the Manpower Bill from labour unions at the DPR building in Senayan, Jakarta, on Thursday (30/7/2026). Netty said the formulation of new regulations must involve meaningful public participation to address the needs of workers.
“Of course, input from coalition colleagues will enrich how Panja members address each issue, each theme, and each chapter we will formulate,” Netty said.
On the same occasion, President of the All-Indonesia Workers’ Union Confederation (KSPSI) Andi Gani Nena Wea stated that the political safari to DPR factions would continue. He said labour unions are scheduled to meet with DPR leaders next week to submit and discuss the substance of the Manpower Bill proposals.
“Next week we will meet with the leaders of the Indonesian DPR to continue communication and fight for labour aspirations to be included in the discussion of the Manpower Bill,” Andi Gani said.
Chairman of the Confederation of Indonesian Labour Unions Alliance (KASBI) Sunarno stated that contract workers should be appointed as permanent employees after their contract period ends. According to him, limiting the contract period is one of the crucial points in the Manpower Bill.
“In our draft yesterday, we agreed that the maximum for PKWT or contract workers is one year. For example, six months plus six months. After that, they become permanent workers,” Sunarno said.
Sunarno stated that this limitation is necessary because the contract work system is increasingly being applied across various sectors. According to him, the Manpower Bill must strictly regulate the use of PKWT so that workers obtain certainty regarding their employment status.
He also argued that the contract system should only be applied to certain types of jobs. He said the contract work system cannot be used for all types of work.
“Not all types of jobs are allowed to be contract workers,” Sunarno said.
Furthermore, his party also proposed the elimination of the outsourcing system for workers, changes to the wage system, and reform of labour inspection. He noted that the process of forming new regulations must be carried out openly so that various issues faced by workers can be accommodated.
“If we listen to President Prabowo’s speech, he wants to eliminate outsourcing, so this is the time in the DPR,” he said.
