DPR Member: Holiday Allowance Payments Must Be Planned and Structured

Jakarta (ANTARA) - Member of the DPR's Commission IX, Heru Tjahjono, has stressed that the issue of Tunjangan Hari Raya (THR) holiday allowance payments is a serious concern for parliament, particularly in ensuring that companies have sound and measurable financial planning in place.

He urged that corporate cash flow planning must be prioritised from the start of the financial year so that obligations to workers can be met on time and without impediment.

"THR is not a sudden obligation. It is a routine annual obligation that should already be factored into a company's financial planning," said Heru in Jakarta on Thursday.

According to him, THR is a normative right of workers that must be fulfilled in accordance with legislative provisions. Therefore, companies must not use the holiday period as an excuse for late or difficult payments.

He acknowledged that economic challenges and fluctuations in business conditions are indeed factors that need to be taken into account. Nevertheless, company management must have a disciplined and systematic fund provisioning strategy.

With proper planning, obligations to workers can be met without disrupting operational stability or business continuity.

Furthermore, he also emphasised the importance of oversight and coordination between the central government, regional governments, and labour inspectors to ensure corporate compliance. He maintained that the protection of workers' rights must go hand in hand with efforts to maintain a conducive business climate.

Closing his statement, he affirmed that the balance between worker protection and business sustainability must be a shared commitment.

"Sound planning is the key to ensuring that THR payments going forward proceed in an orderly manner, on time, and without generating controversy every year," he said.
