DPR Member Explains Wage System for Domestic Workers in PPRT Law

After 22 years of being stalled, the House of Representatives approved the Domestic Workers Protection Bill (RUU PPRT) as law during a plenary session on Tuesday, 21 April 2026.

One of the main issues regulated in the PPRT Law concerns wages. Article 15 on PRT Rights in the draft PPRT Law does not specify the amount of wages to be determined.

“The parameter is not the minimum wage, but the agreement between the employer and the PRT,” said the Head of the PPRT Bill Working Committee, Bob Hasan, via WhatsApp message on Wednesday, 22 April 2026.

Bob continued that the provisions regarding the amount of wages and the payment time agreed upon by the employer and the PRT will be further regulated in technical regulations or government regulations.

Nevertheless, he said, the DPR ensures that PRT will receive rights such as religious holiday allowances and social security for health and employment in accordance with statutory provisions.

“For THR, it becomes the right of PRT, with the amount and payment time adjusted to the agreement or work contract,” stated the Head of the Legislation Body.

Contacted separately, Deputy Head of the DPR Legislation Body, Ahmad Doli Kurnia Tandjung, explained that the relationship built between the employer and PRT is not like an industrial relationship such as a company with employees.

In this case, he said, the relationship built tends to prioritise familial relations. Because, culturally, Indonesian society tends to consider PRT as part of the family.

Doli also assured that the PPRT Law passed by the DPR is a commitment to ensure more comprehensive protection for PRT from potential deviations that can be carried out by employers.

“This law has principles and bases of familial relations, welfare, respect for human rights, and justice,” said the Golkar Party politician.
