Jakarta (ANTARA) - The Legislative Body (Baleg) of the House of Representatives (DPR) has officially formed a Working Committee (Panja) to discuss the Draft Law on the Amendment of Law Number 28 of 2014 concerning Copyright.

Vice Chairman of Baleg Martin Manurung was appointed as the Chairman of the Copyright Bill Discussion Working Committee during a meeting with government representatives at the DPR Building, Jakarta, on Tuesday.

“I have accepted the working committee here. We can also announce that the Chairman of the Copyright Bill Discussion Working Committee is Mr Martin Manurung,” said Chairman of Baleg DPR Bob Hasan.

Bob stated that the working committee will discuss the list of problem inventories (DIM) for the Copyright Bill openly. He emphasised that the Indonesian public has the right to know the progress of the regulatory revision discussions.

Follow-up discussion meetings are scheduled for the upcoming session starting in November 2026. The Legislative Body aims to complete the discussions by December 2026 at the latest.

On that occasion, Martin Manurung stated that the Copyright Bill aims to align regulations with the era of digitalisation and technological transformation, as well as to regulate the obligations and responsibilities of digital platforms to prevent infringements.

The Bill is drafted to provide more optimal protection for creators, copyright holders, and related rights owners, including within journalistic works. Furthermore, the Bill also guarantees protection for traditional cultural expressions and creations based on Artificial Intelligence (AI).

“The Copyright Bill, in principle, regulates economic rights, moral rights, licence management, royalties, and dispute resolution mechanisms. The Copyright Bill serves as the legal foundation for protecting the rights of both creators and users of works,” he said.

Meanwhile, Deputy Minister of Law Edward Omar Sharif Hiariej conveyed the aspects that need to be considered in the discussion of the Copyright Bill.

Eddy, as he is commonly known, stated that the institutions of collective management organisations (LMK) and the national collective management committee (KMKN) need to be regulated, including the updating of royalty management systems and governance.

Additionally, he proposed the regulation of a royalty endowment fund as part of strengthening governance and the sustainability of royalty management, as well as the regulation of AI as a new development in the copyright protection regime.

He also highlighted the strengthening of involvement from press companies and the protection of journalistic works as part of the adjustment to developments in the press industry and the digital ecosystem.

Eddy further explained that the government’s list of problem inventories (DIM) for the Copyright Bill consists of 1,117 items, comprising 558 fixed items, 91 items to be amended, 143 items proposed for deletion, 181 new substantive items, and 144 editorial items.

“The Copyright Bill is one of the priorities in order to present regulations that are in line with technological developments, the application of human rights principles, legal certainty, and international copyright protection standards,” he said.
