Jakarta — The head of the DPR’s Legislative Body (Baleg), Bob Hasan, has ensured that the revision of Law Number 28 of 2014 on Copyright will provide protection for journalistic works.

According to Bob, every work, including journalistic works, carries exclusive rights that are inherent to the media that produced it, and therefore their use by other parties cannot be done arbitrarily.

“This means that exclusive rights are attached to it. Every work, whether it be a song or journalistic work, must have protection. The copyright law is essentially about protection. Protection of the results of works to which exclusive rights are then attached,” Bob said at the DPR building on Thursday, 12 March 2026.

He further noted that such use can also be related to the obligation to pay royalties.

“If it contains elements of work, even if it is perhaps general in nature and then adopted to become the result of a journalist’s work, if it is to be distributed again, or made part of the results of journalistic work or news produced by someone, then permission must be obtained, and it is there that royalty rights exist,” said Bob.

Bob added that the DPR’s Baleg is targeting the completion of the copyright law revision this year.

“Completed. Completed. Yes,” he concluded.

The DPR’s Baleg has held a number of public hearings to gather input from various stakeholders regarding the refinement of the regulation.

One of the main focuses in the revision is the reform of the royalty system for musicians.

One of the proposals being discussed is a mechanism for staged royalty payments, namely 25 per cent before the performance is held and settlement of the remainder within a maximum of 30 days after the event.

In the process of drafting the revision, Baleg has also involved various stakeholders in the music industry, ranging from musician associations, Collective Management Institutions (LMK), to record labels.

Bob previously stated that he was targeting the completion of the draft copyright law revision in April 2026.
