Jakarta (ANTARA) - Chairman of the House of Representatives’ Legislation Body Bob Hasan revealed that there are 12 important material points regulated in the Domestic Workers Protection Bill (RUU PPRT).

He stated that the Domestic Workers Protection Bill Working Committee meeting experienced several constructive debates, resulting in decisions on norm formulations expected to provide solutions to problems related to domestic workers.

“Several important and strategic materials in addressing domestic workers protection issues have been agreed upon by the Working Committee in the RUU PPRT,” said Bob at the parliamentary complex in Jakarta on Monday evening.

After all Problem Inventory Lists (DIM) were discussed intensively, said Bob, the RUU PPRT was agreed upon overall to consist of 12 chapters and contain 37 articles with a structured sequence.

The number of DIMs submitted by the government totals 409, with the composition as follows: 23 fixed DIMs, 55 editorial DIMs, 23 new substantive DIMs, and 100 DIMs to be deleted.

The following are the 12 important points contained in the RUU PPRT:

  1. Regulation of domestic worker protection based on family principles, respect for human rights, justice, welfare, and legal certainty;

  2. Recruitment of domestic workers (PRT) can be done directly or indirectly;

  3. Every person assisting with household work based on customs, kinship, family, education, or religion is not considered as PRT under this Act;

  4. Indirect recruitment of PRT carried out by Domestic Worker Placement Companies (P3RT) can be done offline or online;

  5. One of the rights of PRT regulated in this bill is the right to social security for health and employment social security;

  6. Prospective PRT receive vocational education and training from the central government, regional government, or PRT placement companies;

  7. Vocational education and training for prospective PRT;

  8. PRT placement companies are legal entities required to have business permits from the central government in accordance with applicable laws and regulations;

  9. P3RT are prohibited from deducting wages or the like;

  10. Guidance and supervision of PRT implementation are carried out by the central and regional governments by empowering neighbourhood associations (RT/RW) to prevent violence against PRT;

  11. When this Act comes into force, every person under 18 years of age or already married who works or has worked as PRT before this Act takes effect is given an exception and their rights as PRT are still recognised;

  12. Implementing regulations must be established at the latest one year after the Domestic Workers Protection Act takes effect.
