DPR Legislation Body Approves Harmonisation of Traffic Law Revision, Online Driver Rights to Be Regulated Separately
The Legislation Body (Baleg) of the Indonesian House of Representatives (DPR RI) has approved the harmonisation results for the revision of the Law on Traffic and Road Transportation (LLAJ). The approval was granted during a plenary meeting at the DPR building in Senayan, Jakarta, on Monday (20/7/2026). Baleg Chairman Bob Hasan stated that all factions agreed to proceed with the harmonised draft to the next stage.
“After jointly listening to the mini-faction views and the views of the bill’s proponents, we request approval on whether the results of the harmonisation, rounding, and consolidation of the conception of the Bill on the Third Amendment to Law Number 22 of 2009 concerning Traffic and Road Transportation can be processed further in accordance with statutory regulations?” Bob asked, to which meeting participants replied, “Agreed.”
Working Committee (Panja) Chairman Martin Manurung reported that the committee had completed discussions on both the technical aspects and the substance of the bill, noting several refinements. One significant change concerns the regulation of information technology-based transportation, or online transport. Martin explained that provisions regarding the rights and obligations of online transport drivers and their worker protections will be regulated through a separate law.
“Article 225O paragraph 4 is amended to read as follows: ‘Further provisions regarding the rights and obligations of information technology-based transport drivers as referred to in paragraphs 2 and 3 shall be regulated by law,’” Martin stated. “So, it will not be in the Traffic and Road Transportation Law, but in a separate law,” he added.
Similarly, provisions on the protection of information technology-based transport workers will also be governed by a separate law, as stipulated in the amendment to Article 225R. Martin noted that Article 225O paragraph 4 and Article 225R require deeper study, as their substance is related to the Online Transport Bill and the Gig Economy Worker Protection Bill, both of which are included in the 2026 Priority National Legislation Programme (Prolegnas).
Beyond online transport regulations, the committee also refined several technical provisions. These include the definition of motor vehicle registration plates, adjustments to terminology such as changing ‘pemutakhiran’ to ‘pemutakhiran’ and ‘partisipatif’ to ‘partisipasi’ in line with the Great Dictionary of the Indonesian Language (KBBI), and improvements to the explanation of the phrases ‘kereta gandengan’ (drawbar trailer) and ‘kereta tempelan’ (semi-trailer).
Furthermore, changes were made to the provisions on the management of traffic accident funds as regulated in Article 239. The article now stipulates that the central government shall develop a management system for traffic and road transportation accident funds to provide basic protection for accident victims. The management of these funds will be carried out by a transportation accident protection body, which will be established by law, with its duties, functions, authority, governance, funding sources, membership, asset management, and compensation mechanisms to be regulated in the same law.
