DPR Leadership Moves to Finalise Ride-Hailing Regulation, Addresses Driver Concerns

The leadership of the Indonesian House of Representatives (DPR) has taken concrete steps to address regulatory uncertainty surrounding the online motorcycle taxi (ojol) ecosystem. Deputy Speaker Sufmi Dasco Ahmad, alongside other DPR leaders, chaired a coordination meeting with multiple ministries and agencies at the Parliament Complex in Jakarta on Thursday, 23 July 2026. The meeting aimed to follow up on the drafting of a Presidential Regulation (Perpres) concerning the ojol ecosystem, a crucial step to synchronise inter-ministerial policies and provide legal certainty, strengthen protections for driver partners, and ensure the sustainability of app-based transportation businesses.

Dasco stated that the drafting of the Perpres is now in its near-final stage. He targets the regulation to be issued the following week, after a finalisation meeting with associations. The high-level meeting was attended by Minister of State Secretary Prasetyo Hadi, Minister of Transportation Dudy Purwagandhi, Minister of Manpower Yassierli, Minister of SMEs Maman Abdurrahman, Minister of Home Affairs Tito Karnavian, and Minister of Law Supratman Andi Agtas.

A key point of discussion was the implementation of a new tariff-sharing scheme. The government has accommodated input from the National Ojol Coalition regarding a 92 percent share for drivers and an 8 percent share for application operators. Minister of State Secretary Prasetyo Hadi affirmed that President Prabowo Subianto has directed that this 92:8 scheme must be genuinely realised on the ground. According to reports from the coalition, the scheme has been in effect since 1 July 2026, although some application operators still require disciplinary action to ensure full compliance.
