The DPR’s Hajj Oversight Team has proposed establishing a specialised official agency under the Hajj and Umrah Directorate General to handle proxy hajj services. The proposal aims to prevent the proliferation of illegal proxy hajj services operating without official oversight.

Chair of the DPR’s Hajj Oversight Team, Cucun Ahmad Syamsurijal, said proxy hajj practices need clearer regulation to ensure accountability and prevent misuse by certain parties.

He added that many proxy hajj services are currently offered outside government coordination, risking new societal issues.

“I urge the ministry to establish an official agency for proxy hajj to clearly identify who performs the service, who receives it, and ensure full control over its implementation,” Cucun said in Jakarta on Monday, 1 June 2026.

Strict Health Checks Seen as Driving Demand for Proxy Hajj

Cucun explained that the need for an official proxy hajj agency would grow if the government implements stricter health checks for pilgrims.

He noted that such policies could increase the number of pilgrims unable to travel to Mecca due to health issues, leading to greater use of proxy hajj mechanisms.

Therefore, he stressed the need for clear regulations to prevent administrative and religious complications from proxy hajj.

He also stressed that official oversight is necessary to ensure transparency throughout the proxy hajj process, from those performing the pilgrimage to the recipients.

DPR Also Raises Concerns Over Dam Payment Rules

In addition to discussing proxy hajj, the DPR’s Deputy Chairman also highlighted recent regulations on dam payments tightened by the Saudi government.

Cucun explained that since 2025, dam payments have been handled officially through Saudi state-owned company Adahi, as part of a more structured hajj service system.
