DPR Hajj Oversight Team Proposes Solutions for Mina Crowd Congestion
Chair of the House of Representatives’ Commission VIII and member of the 2026 Hajj Oversight Team (Timwas), Marwan Dasopang, has proposed constructing multi-level tents to address overcrowding of Indonesian Hajj pilgrims in Mina during the peak pilgrimage period.
Speaking in Mecca, Saudi Arabia, on Friday, Dasopang said the proposal could be considered if expanding the Mina area is not feasible due to land constraints.
‘We must begin to think of new formulas. If the Mina area cannot be expanded, then alternatives such as multi-level tents or other schemes that allow for more spacious and humane accommodation for pilgrims should be considered,’ he stated.
He also suggested implementing the tanazul scheme for Indonesian pilgrims whose hotels are near Mina. Tanazul allows Hajj pilgrims to not stay overnight (mabit) in tents and return to designated accommodations instead.
Dasopang believes this scheme would significantly ease space in Mina for those remaining in tents, but requires thorough study, careful organisation, and approval from the Saudi government. He hopes the Indonesian Ministry of Hajj and Umrah can play a strategic role in communicating and negotiating with Saudi authorities for long-term solutions.
‘It is not an easy task. Strong coordination, regulatory support, and intensive communication with the Saudi government are needed,’ he added.
Overall, Dasopang acknowledged the smooth execution of the 1447 AH Hajj. He commended all parties involved for the orderly progression of rituals from start to peak.
‘However, conditions in Mina remain a major challenge. The tent capacity and available space are insufficient to provide comfortable accommodation for all pilgrims. Overcrowding persists and is directly felt by the pilgrims,’ he said.
Additionally, based on pilgrim feedback, Dasopang noted several facilities in Mina that are not functioning optimally, including air conditioning and water supply.
