Marwan Dasopang, Chairman of the Indonesian House of Representatives’ Commission VIII and member of the 2026 Hajj Oversight Team, has proposed building multi-level tents to address overcrowding of Indonesian Hajj pilgrims in Mina during the peak of the pilgrimage. Speaking in Makkah, Saudi Arabia, on Friday, 29 May 2026, Marwan stated that the proposal could be considered if expanding the Mina area is not feasible due to land constraints. “We must start thinking of new formulas. If Mina cannot be expanded, options such as multi-level tents or other schemes that allow more spacious and humane accommodation for pilgrims should be considered,” he said. Tanazul is a scheme allowing Hajj pilgrims to not stay overnight (mabit) in tents but return to pre-arranged accommodations. “Of the approximately 201,000 Indonesian pilgrims, around 60,000 could potentially stay in hotels with proper arrangements while complying with regulations,” he added. He noted the scheme requires thorough study, meticulous organisation, and approval from the Saudi government. Therefore, he hopes the Indonesian Ministry of Hajj and Umrah can play a strategic role in communicating and negotiating with Saudi authorities for long-term solutions. “This is not an easy task. Strong coordination, regulatory support, and intensive communication with the Saudi government are needed,” he said. Overall, Marwan acknowledged that the 1447 AH Hajj was conducted smoothly, appreciating the efforts of all parties involved as initial stages and the peak of the pilgrimage proceeded as scheduled. “However, conditions in Mina remain the main challenge. The current tent and area capacity are insufficient to provide comfortable space for all pilgrims. Overcrowding still occurs and is directly felt by the pilgrims,” he added. He stressed the need for new policy initiatives to resolve the Mina issue and prevent recurrence each Hajj season.
