DPR Finalises Draft Presidential Regulation on Ojol Ecosystem, Ensures Absorption of Aspirations
The Indonesian House of Representatives (DPR) is intensifying efforts to absorb public aspirations ahead of the finalisation of a Presidential Regulation (Perpres) concerning the online motorcycle taxi (ojol) ecosystem. Deputy Speaker Sufmi Dasco Ahmad, alongside Deputy Speaker Cucun Ahmad Syamsurijal, led a meeting at the Parliament Complex in Senayan, Jakarta, to discuss the matter.
Dasco stated that the DPR has received input from the National Ojol Coalition regarding the implementation of a revenue-sharing scheme, which allocates 92 percent of tariffs to drivers and 8 percent to application companies. This input includes an evaluation of the scheme’s implementation on the ground, which will serve as material for refining the regulation. “We have agreed that the team will meet once more for finalisation,” Dasco said after the meeting on Thursday (23/7), as quoted by Antara.
The meeting served as a step to align policies across ministries, ensuring the upcoming regulation provides legal certainty, strengthens protections for driver partners, and maintains the sustainability of the app-based transportation ecosystem. Discussions focused on strategic issues, including strengthening protections for driver partners, ensuring certainty in the partnership relationship between app companies and drivers, maintaining a conducive business climate, and coordinating across ministries for policy implementation. The regulation is expected to provide certainty for all parties involved in the online transportation ecosystem.
In line with this, Minister of State Secretary Prasetyo Hadi emphasised President Prabowo Subianto’s directive that the 92 percent to 8 percent tariff-sharing scheme must be genuinely implemented in the field. Although the scheme has been in effect since 1 July 2026, the National Ojol Coalition noted that some application providers still need to improve their discipline in adhering to the provisions. They hope this field evaluation will be noted in the regulatory refinement process.
During the meeting, Minister of Transportation Dudy Purwagandhi explained that his ministry remains focused on regulating app-based transportation service tariffs, including the revenue-sharing mechanism between drivers and app companies. These technical provisions have been followed up through a Minister of Transportation Decree.
The meeting was also attended by Minister of Manpower Yassierli, Minister of Micro, Small, and Medium Enterprises Maman Abdurrahman, Minister of Home Affairs Tito Karnavian, Minister of Law Supratman Andi Agtas, Danantara COO and Head of the State-Owned Enterprises Regulatory Body Dony Oskaria, Deputy Minister of Law Eddy Hiariej, Deputy Minister of State Secretary Bambang Eko Suhariyanto, and Deputy Minister of Communication and Digital Nezar Patria.
