DPR Expertise Body Explains Progress Report on Industrial Estate Bill

The Expertise Body of the Indonesian House of Representatives (DPR) has explained the progress report on the preparation of the Academic Paper and the Draft Law on Industrial Estates. During a meeting with Commission VII of the DPR in Jakarta on Tuesday, Head of the DPR Expertise Body Bayu Dwi Anggono stated that the latest draft of the Industrial Estate Bill has undergone an expansion in its regulatory structure compared to the previous version. “We report that there has been progress, namely the addition of chapters. So now it consists of 18 chapters, previously it was 15 chapters. The number of articles has also increased,” said Bayu. He explained that the latest draft of the Academic Paper and the Industrial Estate Bill now comprises 18 chapters covering various strategic aspects of industrial estate management. These range from general provisions, principles and objectives, the national industrial estate development plan, industrial estate construction, infrastructure, industrial workforce development, land affairs, security, licensing, to the provision of incentives and facilities. Furthermore, the regulations also cover the development of small and medium industries, the transformation and development of industrial estate types, as well as the division of duties and authority between central and regional governments. He also conveyed that overall, the Industrial Estate Bill currently contains 28 key regulatory points. These points include, among others, the definition and boundaries of industrial estates, as well as the principles and objectives of industrial estate management. The bill also regulates the provision of industrial labour, the organisation of education, training and apprenticeships for workers in industrial estates, and the empowerment of communities surrounding industrial estates. In the land sector, the regulations cover mechanisms for land acquisition, management rights, and building use rights for industrial estates. Meanwhile, from a security perspective, the bill regulates the security system of industrial estates and the designation of industrial estates as vital national objects. The Industrial Estate Bill also contains provisions regarding green industrial estates and halal industrial estates.
