DPR Discusses Labour Bill with Unions, Targets Completion by October 2026

Deputy Speaker of the Indonesian House of Representatives (DPR RI), Sufmi Dasco Ahmad, said the proposed draft of the Labour Bill (RUU Ketenagakerjaan) is targeted for completion by early October 2026.

Dasco conveyed this during an audience between the DPR RI and several trade unions at the Parliament Complex in Senayan, Central Jakarta, on Thursday, 13 August 2026.

Those present at the audience included Deputy Speaker Saan Mustopa, Deputy Speaker Cucun Ahmad Syamsuridjal, Deputy Chair of Commission IX Puti Sari, and Chair of the Legislation Body (Baleg) Bob Hasan.

“The academic paper and the proposed draft of the bill are targeted for completion by early October 2026,” Dasco stated.

Dasco explained that the Labour Bill follows up on the Constitutional Court (MK) ruling of 31 October 2024. The Court ordered that the labour cluster be removed from Law Number 6 of 2023 on Job Creation and placed in a separate law.

“Therefore, what is being drafted is a new law on labour, not a revision of Law Number 13 of 2003,” Dasco said.

“The Constitutional Court gave a two-year deadline from the ruling, so the new law is expected to be completed before 31 October 2026,” he continued.

He noted that the academic paper and the draft Labour Bill prepared by the DPR’s Expertise Body were submitted to Commission IX on 22 June 2026.

“The draft consists of 19 chapters and 224 articles,” Dasco said.

The draft bill covers matters concerning the prevention of termination of employment, wages, fixed-term employment agreements, outsourcing, training and apprenticeships, labour placement, workers outside employment relationships, and the use of foreign workers.

Dasco added that Commission IX has also formed a Working Committee. Furthermore, on 3 August 2026, the DPR received proposed draft bill texts from several trade unions.

“All proposals have been distributed to Commission IX of the DPR RI,” he concluded.
