DPR considers transfer of PPPK teacher status a breakthrough in education governance

Jakarta (ANTARA) - House of Representatives Commission X member Abdul Fikri Faqih has assessed that the transfer of status of hundreds of thousands of teachers with Government Employee Work Agreements (PPPK) to central government employees is a breakthrough in strengthening national education governance.

“The very important point is that this policy will greatly assist regional governments, both provincial and district/city levels. The appointment of PPPK to civil servants (PNS) and part-time PPPK to full-time will not become a burden on the 30 percent apparatus spending in regional governments because everything is pulled under central authority,” said Fikri in Jakarta on Thursday.

According to him, the policy not only provides certainty regarding teacher employment status, but also helps ease the burden on regional governments in managing apparatus budgets.

Furthermore, he explained that the agreement between the government and the House of Representatives includes the appointment of 231,246 part-time PPPK teachers to full-time PPPK. There is also an opportunity for selection of Civil Servant Candidates (CPNS) in 2027 for full-time PPPK.

It is known that the Ministry of State Apparatus Empowerment and Bureaucratic Reform projects a need for 526,689 national teacher formations by 2026 to meet the demand for educators, including in madrasahs, Sekolah Rakyat, and Sekolah Garuda.

In line with that, according to Fikri, this need can later be met through the 2027 CPNS selection from the total of 955,245 existing PPPK teachers.

Going forward, he hopes that the transfer of teacher status will not stop at educators in state schools, but will gradually also cover educational support staff who support school operations.

“Hopefully it will gradually be completed to include educational support staff, especially librarians and school operators,” said Fikri.

Fikri also reminded the government to immediately prepare a simulation of the implementation stages of Constitutional Court Decision Number 03/2024, which mandates that primary and junior secondary education, both public and private, be made free.

He considers this step important so that the education budget allocation of 20 percent of the state budget can have a real impact on improving the quality of education and the nation’s intelligence.
