Jakarta (ANTARA) - The Indonesian House of Representatives (DPR) Commission XIII has approved an additional budget of Rp99,351,518,000 (Rp99.35 billion) for the National Commission on Human Rights (Komnas HAM) for the 2027 fiscal year.

The additional budget is allocated for a management support programme amounting to Rp18 billion, as well as a programme for the promotion and enforcement of human rights amounting to Rp81.35 billion.

“Approved the proposed additional budget for Komnas HAM for the 2027 fiscal year,” stated the Chairman of DPR Commission XIII, Willy Aditya, while reading the conclusions of the meeting with Komnas HAM at the DPR RI Building, Jakarta, on Tuesday.

During the meeting, the Chairperson of Komnas HAM, Anis Hidayah, explained that her institution had received a budget ceiling of Rp94,237,687,000 (Rp94.23 billion). However, the budget composition was deemed disproportionate, as certain duties and functions of Komnas HAM had zero budget allocation, such as proactive complaints in various regions, the handling of gross human rights violation cases, monitoring services for specific human rights issues, and the management of complaints and case archives.

Furthermore, the management of human rights data platforms, the preparation and dissemination of human rights standards and norms, human rights training activities, and secretarial activities had also not received any budget allocation.

According to Anis, if the current budget composition is maintained, Komnas HAM will be unable to optimally handle complaints regarding alleged human rights violations, and proactive monitoring in various regions cannot be implemented.

Another impact is that the reach of Komnas HAM’s field monitoring and mediation will become limited, causing the handling of human rights violation cases to lose factual verification depth and timeliness. Komnas HAM, she noted, would also be unable to conduct investigations into alleged gross human rights violations and monitor human rights situations regarding specific issues.

“The existing ceiling implies limited fiscal space to support the optimal execution of our duties and functions,” said Anis.

Therefore, Komnas HAM proposed an additional budget of Rp99.35 billion to meet an ideal requirement of Rp193,589,205,000 (Rp193.5 billion). The details of the additional budget include Rp23.8 billion for human rights promotion, Rp30 billion for human rights enforcement, Rp12.54 billion for provincial secretariat operations, Rp15 billion for supervisory functions, Rp3 billion for office operational expenses, and Rp15 billion for the execution of secretarial duties.
