DPR Commission XIII Approves IDR 25 Billion Budget Increase for Komnas HAM

The Chairperson of the National Commission on Human Rights (Komnas HAM), Anis Hidayah, previously expressed concerns that a budget ceiling of IDR 94 billion for 2027 would hinder the institution’s ability to perform its duties and functions. In response, the Chairperson of DPR Commission XIII, Willy Aditya, confirmed that Parliament supports Komnas HAM by increasing the budget by an additional IDR 25 billion.

Willy initially noted scrutiny from civil society coalitions regarding Commission XIII’s stance on the 2027 budget ceiling. He stated that the commission has now approved the budget increase for Komnas HAM.

“Commission XIII has approved the budget increase for Komnas HAM because it relates to the human rights enforcement process and President Prabowo’s Asta Cita. This has also been concretised by the Budget Committee with an increase of IDR 25 billion,” Willy told reporters at the DPR complex, Jakarta, on Wednesday (16/9/2026).

Willy expressed surprise at claims that Commission XIII was not siding with Komnas HAM, asserting that the committee has actively fought for the requested funds. He dismissed claims that the committee failed to accommodate the request, stating instead that they fought to not only restore but increase the budget according to the institution’s demands.

Willy also addressed statements from Komnas HAM regarding a ‘zero budget’ for handling three major human rights cases, suggesting that Komnas HAM had provided misinformation. He emphasised that the commitment of both the DPR and the executive branch to strengthening Komnas HAM is evident, noting that the budget increase for both BPIP and Komnas HAM aligns with the President’s first ‘Asta Cita’ regarding the strengthening of Pancasila ideology and human rights enforcement.

Furthermore, Willy detailed the approved budget, noting that the additional funding is significant. He explained that the approved amount includes the initial proposed IDR 96 billion plus the additional IDR 25 billion, representing a substantial increase from the previously discussed figures.

Previously, Anis Hidayah stated that the IDR 94 billion budget ceiling for 2027 would be insufficient to handle three major human rights violations next year. She informed the DPR that, based on a joint letter from the Ministry of National Development Planning (Bappenas) and the Ministry of Finance, the total budget ceiling of approximately IDR 133.5 billion was split between Komnas HAM (IDR 94.2 billion) and the National Commission on Violence Against Women (Komnas Perempuan) (IDR 39.3 billion).

Anis noted that this figure matched the 2027 indicative budget ceiling and highlighted that there was no allocation for management support programmes for either institution. She explained that the available non-operational funds were almost entirely dedicated to national priority programmes, leaving only 29 per cent to support the institution’s statutory duties.

She argued that these budgetary constraints create imbalances and act as obstacles to the institution’s functions. Anis added that following these indicative figures, meetings had been held with Bappenas and the Ministry of Finance to address the allocation of funds for handling approximately 300 human rights complaint cases.
