Deputy Chair of DPR Commission X, Lalu Hadrian Irfani, has highlighted the alleged sexual violence at Universitas Islam Sultan Agung (Unissula) in Semarang, which was mediated by the campus leading to reconciliation between the victim and the perpetrator. Lalu emphasised that sexual violence cases must be handled seriously.

“I view that every allegation of sexual violence crime must be handled seriously, professionally, and with a victim-centred perspective. This is certainly in line with the mandate of Law No. 12 of 2022 on Sexual Violence Crimes, as well as Ministry of Education, Culture, Research, and Technology Regulation No. 55 of 2024 on the Prevention and Handling of Violence in Higher Education Environments (PPKPT),” Lalu said to reporters on Monday (6/4/2026).

Lalu recalled the victim’s steps to pursue legal channels, but the report was withdrawn after campus mediation. He stressed that the victim’s report to the police should be respected.

“The essence is that the legal process pursued by the victim through the police must be respected, and there should be no pressure or intervention that could weaken the victim’s right to justice,” Lalu said.

“I am only emphasising that higher education institutions, including Universitas Islam Sultan Agung, also have the obligation to ensure the campus is a safe space, free from sexual violence,” he continued.

Lalu further stated that the PPKPT regulation stipulates that case handling must prioritise victim protection, ensure confidentiality, and must not prioritise a peaceful approach that could pressure the victim. According to him, the mediation conducted by the campus must not substitute for the legal process, as sexual violence is a serious offence to ensure justice and provide a deterrent effect to the perpetrator.

“Reflecting on this case, we encourage all higher education institutions to strengthen the implementation of policies on the prevention and handling of violence, and to provide psychological and legal support for victims,” he concluded.

Sexual Violence Case at Unissula

It is known that a member of the Himpunan Mahasiswa Islam (HMI) at Universitas Islam Sultan Agung (Unissula) reported the alleged sexual harassment she experienced. The perpetrator is allegedly a senior in the organisation who has now graduated from the same campus.

The complaint was made by the victim and several companions to the Central Java Regional Police (Polda Jateng). However, the campus encouraged the case to be resolved peacefully, drawing attention.

The General Chair of HMI Branch Board Sultan Agung, Aldi Maulana, confirmed the incident. He stated that the event occurred on 16 March 2026.

“The alleged perpetrator with initials LT is an Unissula alumnus and also a HMI Sultan Agung cadre, but now active in LTMI PB HMI. The victim is currently an active student at Unissula and a HMI Unissula cadre,” Aldi said when contacted by detikJateng on Wednesday (25/3/2026).

HMI Branch Board Sultan Agung has accompanied the victim to report the case to the Central Java Regional Police on 17 March 2026. The report has now been responded to by the police.

At the end of March, Unissula officials stated that they were pursuing an internal mediation route regarding the alleged sexual violence crime (TPKS) case involving the HMI cadre. Meanwhile, the police have scheduled an initial clarification with the complainant.

This was conveyed by the Vice Rector III of Unissula, Achmad Arifulloh. He said the campus is focusing on resolving the alleged violence case committed by an Unissula alumnus against a junior internally.

A few days later, the peaceful efforts bore fruit, and the victim withdrew her complaint. Achmad Arifulloh emphasised that the alleged sexual violence occurred outside the Unissula campus. However, the campus conducted mediation on Tuesday (31/3).

He stated that the victim requested mediation with the alleged perpetrator, so the campus facilitated it. As a result, both parties are said to have agreed to reconcile.

“The result of the mediation is a mutual awareness to resolve the problem in a familial and peaceful manner without coercion from any party,” he said.

The victim, who reported on 17 March, is said to have withdrawn her report at Polda Jateng.
