DPR Commission VI supports establishment of state-owned enterprise to manage strategic natural resource exports
The establishment of a strategic natural resource export SOE must be framed within the constitutional economic framework of Article 33(2) and (3). This policy is a continuation of the natural resource downstreaming programme, securing national foreign exchange, and preventing export value leakage.
Jakarta (ANTARA) – Deputy Chairman of DPR Commission VI Nurdin Halid has supported the government’s plan to establish a state-owned enterprise (SOE) specifically for managing strategic natural resource exports to strengthen downstreaming and increase the value-added of national commodities.
Nurdin, in a written statement in Jakarta on Sunday, said the establishment of the SOE must be positioned within the framework of strengthening national economic sovereignty, as stipulated in Article 33 of the 1945 Constitution.
“The establishment of a strategic natural resource export SOE must be framed within the constitutional economic framework of Article 33(2) and (3). This policy is a continuation of the natural resource downstreaming programme, securing national foreign exchange, and preventing export value leakage from strategic commodities,” he said.
He explained that the government has designated PT Danantara Sumber Daya Strategis as the SOE to manage exports of strategic commodities from 1 January 2027.
According to him, the company is expected to strengthen export oversight, improve trade data accuracy, and curb practices of transaction value manipulation that could harm the state.
“SOEs must not be viewed merely as regular business entities but as state instruments to ensure Indonesia’s natural wealth does not leave the country as raw materials but generates added value, state revenue, strengthens national industry, and delivers broader economic benefits to the people,” he said.
He added that the company should act as an aggregator and enhancer of the national export ecosystem, integrating aspects of production, financing, logistics, quality standardisation, and international market penetration.
“This is crucial for Indonesia to move beyond being a mere commodity exporter and become a significant player in global value chains,” he said.
“SOEs must bolster the ecosystem, not hinder other business actors. Private exporters, cooperatives, and domestic businesses must still be given fair space,” he added.
He noted that the House of Representatives will oversee the policy implementation to ensure transparency, accountability, and healthy competition to support export growth and state revenue.
