The Indonesian House of Representatives (DPR) Commission IX has emphasised the importance of caution during the data cleansing and membership reactivation process for BPJS Kesehatan to avoid disadvantaging eligible residents in Kulon Progo Regency, Special Region of Yogyakarta.

This was a primary focus during the Specific Working Visit of Commission IX of the DPR RI to Kulon Progo, aimed at ensuring that health insurance protection for the local community remains optimal.

“Although the Universal Health Coverage (UHC) achievement is already high, data updates must be carried out carefully so that citizens who meet the criteria do not lose their rights. Additionally, the readiness of health facilities in remote areas must also be addressed,” said the Chairperson of Commission IX DPR RI, Felly Estende Runtuwene, in Kulon Progo on Friday.

Felly expressed appreciation for the National Health Insurance (JKN) membership achievement in Kulon Progo, which has reached 99.15 per cent with an activity rate of 93.24 per cent, of which 52.87 per cent are recipients of Contribution Assistance (PBI). This achievement has led Kulon Progo to earn the ‘Pratama’ distinction in the 2026 UHC Awards.

“This working visit is expected to encourage more accurate membership data updates while simultaneously promoting the equitable distribution of regional health facilities,” she added.

Responding to regional fiscal constraints, the Regional Secretary of Kulon Progo, Triyono, stated that the Kulon Progo Regency Government continues to prioritise the health sector. The regional health budget allocation averages 25 per cent of the Regional Budget (APBD), which is above the mandatory spending minimum.

“However, the reduction in transfers to the regions (TKD) requires the regency government to manage the budget more efficiently without sacrificing the quality of public services.”

During the same occasion, the Vice Regent of Kulon Progo, Ambar Purwoko, proposed the need for central government support to strengthen health infrastructure, particularly in mountainous areas where travel distances to hospitals are significant.

“For the five northern sub-districts, there should be at least a Type D hospital to serve our residents so that the distance to medical services is not too far. We also hope that the data update process based on deciles does not cause difficulties for the community,” said Ambar.
