Banjarbaru, Indonesia – A member of the House of Representatives’ Commission III, Habib Aboe Bakar Al-Habsyi, assessed that the implementation of Law No. 1 of 2023 on the Penal Code (KUHP) and Law No. 20 of 2025 on the KUHAP, known as the new KUHP, which has been in effect since 2 January 2026 in South Kalimantan, is good. “Practically, it’s good, but the public also needs to understand; at least the lawyers in South Kalimantan can understand its implementation better,” he said after the Commission III working visit at the South Kalimantan Police Headquarters in Banjarbaru, on Wednesday. Aboe Bakar, who leads the Commission III delegation, said he would continue pushing the implementation of the new KUHP in line with SOPs and strengthening human resources and coordination among sub-systems of criminal justice. He also praised the performance achievements by all partners, especially the South Kalimantan Police (Polda Kalsel), the South Kalimantan Attorney General’s Office (Kejati Kalsel) and the National Narcotics Agency in South Kalimantan (BNNP Kalsel). Nevertheless, he stressed there is still room for improvement, and his team came to ensure law enforcement runs well and that budgets are properly allocated. Aboe Bakar also assured that Commission III will continue to monitor the implementation process of the new KUHP. Including if regulatory support, budget, or institutional strengthening is needed, it will be discussed at the central level. “We came, we listened, and at the centre we will convey all the shortcomings that occurred in the electoral district area of South Kalimantan,” he said. Looking ahead, it is expected that law enforcement in South Kalimantan will be professional, with integrity, and just according to the humane spirit of the new KUHP. Meanwhile, the South Kalimantan Police Chief, Inspector General Rosyanto Yudha Hermawan, said he has reported prominent cases as implementation of KUHAP and the new KUHP. Including reporting on how handling the disclosure of narcotics crimes, which is quite notable in terms of the amount of evidence from the Fredy Pratama network. “Restorative justice efforts are also being advanced for small cases in line with the new KUHP; investigators have carried out their duties in accordance with the rules and the Chief of Police Regulation,” he said, accompanied by Kejati Kalsel’s Tiyas Widiarto and BNNP Kalsel’s Brigadier General Asep Taufik. In addition to law enforcement, the Police Chief also discussed the government’s programs on food security, MBG, and SPHP rice distribution. He said the government’s welfare programmes must run optimally because they are crucial to determining security and public order in the community. “If the people’s economic needs are met, God willing the kamtibmas situation will be conducive because crime can be suppressed,” he added.
