The Chairman of Commission II of the Indonesian House of Representatives (DPR RI), Rifqinizamy Karsayuda, has set a target for the academic paper and draft of the General Election Bill (RUU Pemilu) to be completed by December 2026 or, at the latest, January 2027.

Commission II has organised 25 agendas for the preparation of the Bill, which will involve invitations to various ministries, agencies, academics, organisations, and even non-parliamentary political parties through December 2026.

“At the latest, by the end of December or early January 2027, the academic paper and the draft of the General Election Bill will be finished, and we will submit it as part of the DPR’s initiative proposal,” Rifqinizamy stated at the parliamentary complex in Jakarta on Monday.

Commission II is scheduled to hold its first meeting regarding the drafting of the Bill alongside the DPR’s Expertise Body (BKD) on Thursday (8 October). Following this, he noted, the DPR will enter a recess period from 9 October to 9 November 2026.

However, despite the recess, Commission II will resume meetings on 2 November 2026, inviting the Ministry of Home Affairs and the Election Organisers’ Ethics Council (DKPP).

Thereafter, weekly meetings will continue until December 2026, involving various stakeholders. A meeting with non-parliamentary political parties is planned for 1 December 2026.

“Some will be proactively approached, others will be invited; what is clear is that we have included them in the agenda,” he said.

In drafting the Bill, several crucial points will be discussed, including the election system, election design, election law enforcement, and the use of information technology, including Artificial Intelligence (AI).

“We are ensuring that the preparation of the academic paper and the draft of the General Election Bill proceeds well, both formally by ensuring meaningful participation, and materially, as it will serve to strengthen democratic institutions,” added Rifqinizamy.
