Deputy Chairman of Commission I of the People’s Representative Council (DPR), Dave Laksono, stated that the TNI can address mugging crimes via a support mechanism when the Indonesian National Police (Polri) need extra assistance to ensure public safety and stability. He stated that any such involvement must be measured, have a clear legal basis, be carried out as required on the ground, and maintain strong inter-institutional coordination.

“The most important thing for the public right now is the tangible presence of the state,” Dave said in Jakarta on Thursday. Public safety and the sense of security are non-negotiable, and the state has a duty to ensure citizens can carry out their activities without fear.

“Therefore, handling criminal acts such as mugging is fundamentally the responsibility of the police,” he said. However, he added that authorities must ensure public safety, take strict action against street criminals, and guarantee safe public spaces for citizens.

“We in Commission I of the DPR support strengthening inter-agency coordination to maintain national security and public order, while ensuring all actions comply with legal frameworks and respective jurisdictions,” he said.

“Primarily, law enforcement duties rest with Polri. However, in the context of Military Operations Other Than War (OMSP), the TNI is tasked with assisting local governments and supporting Polri in accordance with existing regulations,” Rico stated when questioned by media in Jakarta on Tuesday, May 26.

Rico made the remarks when asked about Kodam Jaya deploying combat battalions to assist Polri in tackling mugging incidents in Jakarta.
