DPR Chair Reveals Reasons for Domestic Workers Protection Bill Delay
The Chair of the House of Representatives (DPR), Puan Maharani, has explained why the draft Domestic Workers Protection Law (RUU PPRT) has not yet been finalised and passed. Puan stated that the DPR is still seeking input from various stakeholders to complete the draft’s substance.
“To gather more input from certain parties, meaningful participation should not come from just one party but from all relevant parties to ensure it is more comprehensive,” Puan said at the parliamentary complex on Tuesday, 10 March 2026. This approach, she said, would prevent the regulation from overlapping with other legislation.
The Chair of the DPR’s Legislative Body, Bob Hasan, previously stated that the RUU PPRT would be passed soon. He targeted passage later this year after the bill has been stalled for more than 22 years. “It is certain to be completed this year. But as for the specific month, I cannot estimate,” he said at the DPR complex on Thursday, 5 March 2026.
Furthermore, Bob assured that every input provided by civil society and stakeholders would be accommodated in the drafting of the RUU PPRT. The Legislative Body of the DPR, he said, would filter various other inputs through several public hearing agendas held during the parliamentary recess.
“How important (public participation) is because the drafting of the RUU PPRT is complex, given how protection and dispute resolution work, including wage limitations and so forth,” said the politician from the Gerindra Party.
The Chair of the RUU PPRT Committee, Martin Manurung, stated that the majority of factions in Parliament unanimously support the swift passage of this draft law. He was confident that the draft prepared in this period was also better than previous versions.
Nevertheless, Martin said that discussion of the RUU PPRT’s drafting remains important. This includes deciding on draft provisions that remain pending. “So next year, the RUU PPRT can, if necessary, be removed from the national legislative agenda, since it will be completed this year,” said the politician from the National Democrat Party on Thursday, 5 March 2026.
