Jakarta (ANTARA) - Marinus Gea, a member of Commission XIII of the House of Representatives (DPR RI), has called for the harmonisation of regulations at the regional level to be strengthened in order to prevent overlapping rules and ensure alignment with the national legal system.

He argued that the quality of regional regulations must not be measured solely by the technical aspects of their drafting, but must also have quality substance, provide benefits, guarantee legal certainty, and be capable of addressing the real needs and problems faced by society.

“Strengthening the harmonisation of regional regulations is an important part of national regulatory reform. In this way, the public will gain greater legal certainty and better public services,” said Marinus in a statement received in Jakarta on Friday.

He viewed comprehensive harmonisation as a strategic instrument to ensure that every regional legal product does not contradict or overlap with higher-level legislation.

He revealed that the results of monitoring and various inputs gathered in the field regarding regional legal products would serve as material for evaluation in efforts to strengthen the system for forming legislation at the regional level.

According to him, the institutional role of the Ministry of Law’s Regional Offices (Kanwil Kemenkum) is important in supporting the sufficiency and competence of legislative drafters, the effectiveness of coordination between the regional offices and regional governments and regional parliaments (DPRD), as well as the use of digital technology to accelerate the regulatory harmonisation process.

He therefore considered strengthening the role of the Ministry of Law’s Regional Offices to be a strategic step towards achieving quality regional regulations.

He expressed confidence that regulations drafted in a harmonious manner can improve the effectiveness of governance whilst producing policies that are more responsive, well-targeted, and of genuine benefit to the wider public.
