DPR Budget Committee Supports Government Plan to Shift Budget to Help BPJS Kesehatan Pay Claims

The House of Representatives’ Budget Committee (Banggar) has acknowledged that regional hospitals are beginning to complain loudly because their claims have not yet been paid by BPJS Kesehatan. Consequently, it supports the government’s plan to implement a budget shifting scheme from the State General Treasurer’s Budget Section (BA BUN) to make it more flexible and help BPJS Kesehatan settle claims. The statement was made during a meeting on the realisation report of the State Revenue and Expenditure Budget (APBN) for the first semester and the prognosis for the second semester between Banggar DPR and the government in Senayan, Jakarta, on Tuesday, 7 July 2026. The committee assessed that the government indeed needs to shift funds from BA BUN to the Ministry/Agency Budget Section (BA K/L) or vice versa. “Indeed, the current condition is acknowledged by hospitals in the regions, which are starting to cry out because they have not been paid by BPJS, that is what is happening. BPJS is also crying out, starting to run a deficit,” said Said. He assessed that a budget adjustment is necessary. Therefore, he proposed a cross-item budget reallocation option to help BPJS Kesehatan pay hospital claims on time. Said gave an example of a required budget of Rp 10 trillion. Health funds could be drawn and channelled directly to BPJS. “That would be a relief for all of us,” he said. Said’s statement was also a response to Finance Minister Purbaya Yudhi Sadewa’s proposal to Banggar DPR to be able to make budget adjustments. “The government has proposed a budget shift from BA BUN to BA K/L and/or vice versa, in order to strengthen social security in the health sector as well as the capacity of ministries/agencies to carry out their main duties and services,” said Purbaya at the same meeting. According to Purbaya, this proposal was submitted in a separate letter from the Minister of Finance to the leadership of Banggar. Meanwhile, BPJS Kesehatan President Director Prihati Pujowaskito acknowledged that the financial condition of BPJS Kesehatan is currently in deficit, indicated by a claims ratio reaching 108 per cent. However, according to him, this deficit condition is not a new problem. A similar situation has been experienced since around 2018–2019. “The deficit is not caused by the current board of directors’ leadership. Therefore, BPJS’s main focus is maintaining sustainability through strengthening risk pooling, robust funding, quality and cost control, and improving service quality for participants,” said Prihati, as quoted from Antara on Tuesday, 7 July 2026. BPJS Kesehatan will also receive a fund injection of Rp 20 trillion by August 2026 at the latest. According to him, without additional intervention, BPJS Kesehatan is estimated to only be able to survive until July 2027 before experiencing a payment failure.
