DPR Asserts PFII is a Golden Opportunity to Capture Foreign Funds
The Indonesian House of Representatives (DPR) has emphasised that the country must seize a golden opportunity to capture foreign capital flows that have often bypassed Indonesia for neighbouring countries. To achieve this, the government and DPR are currently formulating a special law, the International Financial Centre Bill (RUU PFII).
Deputy Speaker of the DPR, Sari Yuliati, stated that the bill is currently under discussion by Commission XI and the government. She stressed that Indonesia must transform from merely being a target market into a major player in the international financial ecosystem.
“We do not want to keep losing this golden momentum to capture foreign capital flows. It is time for Indonesia to become a main player in the international financial ecosystem,” Yuliati said during the Investor Forum 2026 at the Indonesia Stock Exchange Main Hall in Jakarta on Thursday.
She added that both the parliament and the government are confident that the regulatory framework is now more certain, responsive to innovation, and highly pro-investment. “We guarantee legal certainty for incoming capital flows, especially those that can contribute to job creation and inclusive growth,” she asserted.
Chairman of Commission XI of the DPR, M. Misbakhun, confirmed that the deliberation process is ongoing and noted the government’s progressive stance on the bill. He explained that the PFII will accommodate all types of businesses, including investment banking and family offices.
“We will facilitate all types of businesses. Our hope is to invite people who are currently parking their money elsewhere, including through family offices,” Misbakhun said.
Furthermore, the PFII is planned to offer a 0% tax rate. While the government has proposed a 50-year tax holiday, Misbakhun expressed a personal view that the tax exemption should ideally be permanent for as long as the PFII exists. However, he conceded that a 50-year period is acceptable, arguing that it provides a long enough horizon to attract individuals to move their funds to Indonesia.
